It will take 7 to 8 hours from Ottawa to Maine, where they have many beaches. Cap Cod is another options. Canadians beaches are too cold.

Best option to just to fly down to Florida.

The closest salt water would be about where Quebec City is. It is a mix of salt and fresh, and depends somewhat on the tide. There is a tide at Quebec, but, it is small. Still, you definitely don't have an ocean "feel" there.

The closest open ocean would be near Portland, Maine. I have no idea what the beaches are like there, but, I can tall you, beaches in that area of the USA are VERY expensive to be near. The Eastern Seaboard is most densely populated area of the USA, and, many like to vacation by the beaches. So, costs for hotels, and parking near the beach, and all that are really high.

Another option is to head north, to James Bay. Waskaganish is about 1000km from Ottawa, and, it wouldn't be too hot in summer either.

Have you never looked at a map of Canada? Ottawa is in central Canada in Ontario. A long way from any ocean. You can get the feeling of an ocean minus the salt by going to one of the great lakes. Otherwise you have a long way to go to find an ocean and Canada's oceans are too cold for lounging on the beach

Unfortunately, Ottawa is not that close to any major US airports. You could try Burlington, VT which has flights to BWI, Dulles and Reagan Airports in the DC area. However, Burlington is still a good 4 hour drive away from Ottawa. Your other option would be Syracuse, NY which has flights to Reagan. Syracuse is about a 3 1/2 hour drive from Ottawa.

Canada's capital is an inland city.

Your choices are a driving due north to Hudson's Bay on the Arctic ocean.

Or due east into the Maritimes Provinces on the Atlantic ocean.

As for the "not on lakes" thing, why is that?

You do realize that the North America's 5 Great Lakes aren't typical lakes?

They're actually landlocked, freshwater inland seas.

The nearest of those to Ottawa is Lake Ontario.

It's 18,960 square kilometres in size and over 200 metres deep at its deepest point.

Full size freighters sail it:

And it's got beaches in abundance: http://upload.wikimedia.org/wikipedia/commons/d/d8/Lake_Ontario_-_Sandbanks_Provincial_Park_2001.jpg

Head to Halifax! Those who say east coast beaches are too cold are wimps. Halifax has spent millions rejuvenating the waterfront and down town. It is a great place to visit. And even though they have spent a fortune to attract tourists, they have kept prices of pretty much everything fairly low. I guess as well as tourists, they still want the business of locals . Beautiful sand beaches can be found up and down the coast of Nova Scotia. For a taste of ocean, but a bit warmer, head to the North Shore, where the shallow water between NS and PEI warms up a lot in summer. Ot visit PEI, for warm ocean beaches and lots to see and do.

South shore of Quebec closer to the Gaspe Peninsula.

There are beaches on Lake Ontario. Its a pretty big lake (a Great Lake!). You could pretend you're visiting the ocean.

Sandbanks Provicial Park in Prince Edward County is awesome.Warm(ish) water, sandy beaches, comfortable temperature and it's only three or four hours away. It's on Lake Ontario so like the previous poster said it doesn't seem lakeish. The park has the worlds freshwater largest sanadbar and dune system which keeps it's beeches warm and you can wlak out really far on them.
